協同效益的概念代表了應對氣候變化法律政策走向整合的必然趨勢。協同效益的方法將氣候變化行動指向一個更加實際的方向，是實現氣候政策整合的重要方法。協同效益的獲得需要強化政府在相關知識管理、國際合作、項目評估中的核心作用，加強氣候政策與其他領域政策的整合，擴大政府與其他政府主體之間的合作，政府與私人實體之間的合作，同時更加關注私人實體的行動，實現應對氣候變化的協同治理。
Theory of Climate Policy Integration in the Perspective of Co-benefits Approach

Abstract：Climate change policies can bring more co-benefits beyond controlling GHG.Co-benefits are important considerations for the national responding to climate change.It contributes to the implementation of climate change laws and policies for achieving a win-win situation between climate goals and other benefits.Fully tapping the co-benefits of climate change laws and policy is the core rules of the co-benefits approach.The co-benefits are important considerations of responding to climate change.It's the basis of theory of climate policy integration （CPI）.China can learn more of co-benefits approach from Japan which has already launched a number of actions based on this method.Using this method needs to build knowledge management，evaluate of the method and have a clear trade-offs between climate and other objectives.Strengthening the government capacity based on integration theory also is the key points of using this method.
