我國運用經濟與社會發展規劃管理和指導社會經濟生活60年，對國家和社會事業發展、對市場主體行為和全體居民的影響力是巨大的。應當認真深入研究規劃現象，充分認識其存在的正當性。應當看到作為經濟與社會發展規劃載體的《規劃綱要》和各種規劃是政策和法律相耦合的社會規範表現形式，對我國的經濟與社會發展發揮了積極促進與規範指導作用。在推進規劃體製改革過程中，要處理好經濟社會發展規劃與發展規劃法的關係，為科學編製與實施規劃，明確政府規劃行為的公定力，保障公眾參與發展規劃的民主權利，為完善國家宏觀調控體係，創造經濟與社會發展規劃法治環境，都需要加快製定一部適合我國國情的《發展規劃法》。
On the Plan for Economic and Social Development and the Construction of Planning Law

Abstract：The planning for economic and social development is a new form of social norms by the integration of policy and law.It plays a positive role of accelerating and instructing our national economic and social development.During the process of advancing the planning mechanism reform，in order to formulate and implement the plan scientifically，we should coordinate the relationship between the planning for economic and social development and the planning law，refine the form of the integration of policy and law，clearfy the determination of governmental planning action，promote the public participation，strengthen the planning law effect，and perfect the macro-economic control system.
